Public Participation

A member of the public spoke against application 11/20/035 on the grounds that the development did not make any provisions for on-site parking, using the ground floor space. The development as it stood would mean that at least another 12 cars would be parking on the surrounding roads. There would also be additional parking requirements from the convenience store traffic.

The Chairman invited the Highways Consultant, Mike Bellamy to speak to the meeting. He said that this was a car free development as the site was in a Town Centre location and there were public car parks in close proximity to the development. He talked through the 3 options of the siting of a loading bay in Regent St. as an amendment would be required to the existing Traffic Regulation Order and would have to be subject to a separate public consultation from the planning process.

The consultant was asked if the parking bay was an essential part of the application for a convenience store.

There was a suggestion to consider a parking bay on the High St. opposite the Nationwide, however the Consultant pointed out that the delivery entrance was on Regent St.

The Chairman invited the Planning Consultant, Darren Addicott to speak to the meeting. The building had been vacant for approximately 10 years and the intention was to have a change of use back to an A1 classification.

It was noted that plots 7 & 8 are in a proposed new extension to the building. The Consultant was unsure if this was essential to the viability of the build.

There was some concern regarding the layout of some of the flats as it was noted that a living room on one flat was next to a bedroom of another. The consultant responded that the development would have to comply with Building Regulations and this would be addressed in the sound insulation that is installed.

Comment:    The meeting Supported the application on the grounds that it was bringing a redundant building back into use and the street scene would be greatly improved aesthetically. It will improve the visual amenity of the area. It will be supplying much needed accommodation in a sustainable location. The building is in a Conservation area and the outside first floor windows were being retained as visual consistency of the street scene. The proposed development of this site adheres to Sedgemoor’s Core Strategy and the Town Council’s Neighbourhood Plan.

The Deputy Clerk informed the meeting that a response that had been formulated and circulated by Cllr. Brewer, and had the agreement of members had been sent to the Licencing Department regarding the temporary Street Licence for Mr Beans Cafe.

The meeting heard that NALC had produced a consultation document in response to a government White Paper on changes to the Planning system. The consultation closes on 14th October. These papers will be circulated to all members and the Planning Committee will draw up the final response. This will be on the next agenda.

Grant Application Kings Coronation Form

The Coronation of His Majesty King Charles III will take place on Saturday 6th May 2023, with an additional bank holiday on Monday 8th May 2023.

We are keen to hear from groups/organisations in Burnham-on-Sea and Highbridge that are looking to celebrate the Coronation. The Town Council has £1500 available to allocate to events being organised to celebrate the Kings Coronation. The maximum grant to be allocated per event will be £500.

You must meet the following criteria for your application to be considered:

– The event will be open to all members of the public

– The event will be free of charge

– The event will take place within the Coronation weekend

– The event will take place within Burnham on Sea or Highbridge

 

Applications will close on Monday 6th March at midday.
