Minutes of the meeting held on Monday 14th September 2020 via video conferencing

Present: Cllr Andy Brewer (Chairman), Cllrs Peter Clayton, Nick Tolley, Louise Parkin, Bill Hancock, Sue Harvey, with Cllr Harvey to comment on the NALC consultation and Lorna Williams (Deputy Clerk) in attendance.

Cllr Sue Harvey declared an interest on application 11/20/083 and would take no part in the considerations on this application

The minutes of the Planning Committee meeting held on Monday 24th August 2020 were approved as a correct record and signed by the Chairman.

Proposal:Erection of a 1.85m high wall.

It was noted that there was currently a very large and high hedge at the front of the property and it was to be replaced by a 1.85m high wall.

Comment:    The meeting objected to the application as the wall would be out of character with the street scene as other properties have low walls. Also following the guidance from Highways object on road safety issues.

Proposal:Change of use from pub (Use Class A4) to a mixed use pub, restaurant and takeaway (Use Classes A3, A4 & A5) to include the demolition of part of front of building and installation of extraction unit.

Comment:    The meeting supported the application on economic grounds, the changes are making good use of an historic building. The application is in keeping with the original building and improves the street scene.

65/20/PC      To formulate responses to the consultation document provided by NALC, PC10-20 Changes to the current Planning System

Members commented that the consultation questions were very technical and was therefore more appropriate for the planning authority. It was recognised that there was a need for housing, but was difficult to influence the market forces. There are a significant number of sites that have building consent but at present were possibly not commercially viable. Another point was made that developers are not going to build something that is not affordable, as they are not going to build what they can’t sell. A level of scrutiny needs to be retained so that quality can be maintained.

Members reported they had been unable to open the link to the main consultation document. The Deputy Clerk was asked if she could try and sort this problem. It was agreed that members would email individual responses to the Deputy Clerk and Chairman to collate prior to the deadline of 5pm on 17th September.

66/20/PC     Correspondence from the Clerk

The Clerk informed the meeting that an appeal had been made to the Secretary of State against Sedgemoor District Council’s refusal to grant planning permission on application 11/19/00110 – 3 The Esplanade. The Committee had objected to this application and wished to make no further comment.

It was noted that the next meeting of this committee will be held on Wednesday 7th October 2020 at 7pm.

The Chairman closed the meeting at 7.45pm

Grant Application Kings Coronation Form

The Coronation of His Majesty King Charles III will take place on Saturday 6th May 2023, with an additional bank holiday on Monday 8th May 2023.

We are keen to hear from groups/organisations in Burnham-on-Sea and Highbridge that are looking to celebrate the Coronation. The Town Council has £1500 available to allocate to events being organised to celebrate the Kings Coronation. The maximum grant to be allocated per event will be £500.

You must meet the following criteria for your application to be considered:

– The event will be open to all members of the public

– The event will be free of charge

– The event will take place within the Coronation weekend

– The event will take place within Burnham on Sea or Highbridge

 

Applications will close on Monday 6th March at midday.
