Minutes of the meeting held on Wednesday 20th November 2019 at 7pm in the Council Chamber, The Old Courthouse, Jaycroft Road, Burnham-on-Sea.

Present: Cllr Andy Brewer (Chairman), Cllrs Peter Clayton, Nick Tolley, Louise Parkin, Bill Hancock, with Lorna Williams (Deputy Clerk) in attendance.

3 members of the public, and 1 member of the press were in attendance.

The Deputy Clerk updated members on their request to receive six monthly reports on how S106 agreements were progressing. The meeting was informed that Development Control produce an update on Major Planning Applications where Section 106 Agreements have been made. The Deputy Clerk will ensure those pertaining to this Town Council will be for noting on the agenda. 

The minutes of the Planning Committee held on 28th October 2019 were approved and signed by the Chairman as a correct record

11/19/00099/STP

Proposal: Change of use from class D1 to class A1

Location: Land South Of, Pier Street, Pier Street, Burnham On Sea, Somerset, TA8

Comment:      No observations

11/19/00101/LE

Proposal: Rebuilding and repairs to public house/restaurant following fire, to include a new roof, new kitchen ventilation/extraction system in roof space, retention of freezer/refrigeration pod to west elevation, replacement smoking shelter, installation of timber cladding and other associated works.

Location: The Rosewood, Love Lane, Burnham On Sea, Somerset, TA8 1EZ

Comment:      No Observations at this stage although support the re-build. Members would like to see the Environmental Health reports when available as they are concerned that residential properties are close by and could be affected by noise and odours.

Proposal: Installation of an automatic vehicular access barrier, pedestrian gate and security fence.

Location: Land at, Lawrence Close, Isleport Business Park, Highbridge, Somerset, TA9

Comment:      Members supported this application on the grounds that it improves premises security and pedestrian safety.

Proposal: Display of 1 No. LCD media screen and 3 No. non illuminated flag pole signs.

Location: Tesco Stores Ltd, Ben Travers Way, Burnham On Sea, Somerset, TA8 1EZ

Comment:      Members supported this application on the grounds that it provided improved facilities for residents and tourists and the application was in accord with the Councils Neighbourhood Plan and Corporate Strategy.

Proposal: Subdivide existing property into 2 No. two bedroom dwellings and erection of a single storey extension to side (North East) elevation. Alterations to fenestration and widening of existing shared access.

Proposal: Display of 2 No. externally illuminated fascia signs to north and east elevations and full colour printed vinyl graphics on windows of north elevation.

Comment:      No observations, however the application doesn’t mention what times the signs would be lit. Members suggest they should be limited to the shops opening hours to protect residential amenity.

Proposal: Demolition of existing garages. Erection of 2 flats and parking (resubmission).

Location: Brue House, 84 Berrow Road, Burnham On Sea, Somerset, TA8 2HJ

Comment:      Members objected to this application on the grounds the layout appears inappropriate for disabled use as the car parking provision is to the north of each flat but the front door and only access is to the south of the property via a narrow path.

The application is an overdevelopment of the site. The un-adopted access lane that serves the property is totally inadequate for further vehicle numbers. The new layout doesn’t show bin storage provision. For the current residents the garages would be a loss of an amenity as it currently provides precious undercover storage space.

Proposal: Change of use of land and erection of a below-ground surface water pumping station. Formation of new pull-in/layby on the verge to the east of the roundabout connecting Pepperall Road to Wallace Wells Road.

Comment:    Members supported this application on the grounds that it would reduce existing surface water flooding by improving flood alleviation and was good planning for the future.

71/19/PC       Members NOTED the formal Final Decision Notice and schedule which has been sent to BT Payphones and the Secretary of State, for the removal of BT payphones..

72/19/PC       Members NOTED the decision summary on application 11/19/003 – Land to East of Isleport Lane – Grant Permission subject to conditions

73/19/PC       Members CONSIDERED an application for a Minor Variation of Licence at One Stop, 12B-14 Market St. Highbridge. No comments/observations were made on this application.

74/19/PC       Correspondence from the Clerk

Planning Appeals decided:

11/18/071 – Proposal: Erection of 46 dwellings, formation of access and ancillary works.

Appeal decision: Appeal Dismissed

The Deputy Clerk had learnt of a document that Sedgemoor officers produce that would be useful to local councillors.

Schedule of alleged contraventions for quarter 01/07/2019 to 30/09/2019.

The document was tabled. Members agreed that it was very informative and would be beneficial for all councillors to receive a copy.

The Deputy Clerk was asked to circulate the document to all councillors via e-mail.

The Deputy Clerk informed members that 2 minor applications had been received. Members were in agreement to delegate to the Clerk in consultation with the Chairman applications 11/19/110 – 3 The Esplanade, removal of Condition 3 and 11/19/115 – Highbridge Medical Centre, tree work. This falls within the Terms of reference & Delegation Scheme for this committee.

Grant Application Kings Coronation Form

The Coronation of His Majesty King Charles III will take place on Saturday 6th May 2023, with an additional bank holiday on Monday 8th May 2023.

We are keen to hear from groups/organisations in Burnham-on-Sea and Highbridge that are looking to celebrate the Coronation. The Town Council has £1500 available to allocate to events being organised to celebrate the Kings Coronation. The maximum grant to be allocated per event will be £500.

You must meet the following criteria for your application to be considered:

– The event will be open to all members of the public

– The event will be free of charge

– The event will take place within the Coronation weekend

– The event will take place within Burnham on Sea or Highbridge

 

Applications will close on Monday 6th March at midday.
