MINUTES: PLANNING COMMITTEE

Minutes of the meeting held on Wednesday 12th May 2021 7pm in the Council Chamber, the Old Courthouse, Jaycroft Rd, Burnham-on-Sea

Present: Cllr Andy Brewer (Chairman), Cllrs Peter Clayton (vice-chairman), Nick Tolley, Louise Parkin, Bill Hancock, Julie Flurry, Sue Harvey with Lorna Williams (Deputy Clerk) in attendance.

Ten members of the public and one member of the press were present.

52/21/PC To elect the Chairman
This had been completed at the Annual Town Council Meeting held on Monday 10th May Minute No. 49/21/TC

55/21/PC Approval of Minutes
The minutes of the Planning Committee meeting held on Wednesday 21st April 2021 were approved as a correct record and signed by the
Chairman.

Public Participation

A resident spoke on behalf of residents from Dunstan and Kingsway Road asking the council to support their application to introduce a Residents Parking Scheme.

The meeting agreed to take item 8.5 on the agenda at this point in the meeting –
56/21/PC To receive comments on Resident Parking Consultation from residents of Dunstan and Kingsway Road

The Clerk had received nine letters of support for parking permits and these responses were summarised and presented to the meeting.
Councillors considered these responses and the points raised by the resident and agreed that a summary of the letters received from residents was sent along with a letter of support to the officer dealing with the consultation.

Proposal: Erection of a greenkeepers facility and the erection of a workshop unit on site of existing greenkeepers facility and workshop unit to be demolished and erection of 3 no. external stores.

Comment: Support on grounds that the application improves visual amenity and improved security.

Proposal: Erection of 2no. low energy sustainable dwellings and formation of new access and parking.

The meeting had no further observations to their objections on this application.

58/21/PC Applications considered under delegated authority
The Clerk informed the meeting that an application for a Pavement License at the Reeds Arms had been considered under delegation. The comment sent to Sedgemoor stated ‘there were no objections in principle so long as it’s not contravening the alcohol free zone restrictions for the Town Centre.
59/21/PC Correspondence from the Clerk
The meeting received a positive update from the Clerk on two applications previously considered by the committee:
Globe Inn – Pavement License, the landlady had agreed with all of the suggestions made by the committee therefore no conditions had to be put on the granted license i.e. reduced outdoor time to 9pm, reduced number of tables and planter segregation to define the outdoor space.
Public footpath diversion order AX32/13 – existing footpath to remain in operation until the new diversion was in place. This has been confirmed as completed and a well fenced route is open to the public to connect Berrow Road to the rest of the path off-site.

The meeting had no comments to make.

The meeting had no comments to make.
62/21/PC To consider the Draft Decision of the Sedgemoor District Payphone Consultation
The meeting noted the Town Council’s comments within the consultation document to be sent to British Telecommunications plc
63/21/PC To consider the Application for a New Premises Licence
The Old Pier Tavern, Pier Street, Burnham on Sea, TA8 1BT
The meeting suggested that the license times are in line with the surrounding licensed premises’ and is not in excess of these.
64/21/PC Date of Next meeting
It was noted that the next meeting of this committee will be held on Wednesday 2nd June 2021 at 7pm.

Grant Application Kings Coronation Form

The Coronation of His Majesty King Charles III will take place on Saturday 6th May 2023, with an additional bank holiday on Monday 8th May 2023.

We are keen to hear from groups/organisations in Burnham-on-Sea and Highbridge that are looking to celebrate the Coronation. The Town Council has £1500 available to allocate to events being organised to celebrate the Kings Coronation. The maximum grant to be allocated per event will be £500.

You must meet the following criteria for your application to be considered:

– The event will be open to all members of the public

– The event will be free of charge

– The event will take place within the Coronation weekend

– The event will take place within Burnham on Sea or Highbridge

 

Applications will close on Monday 6th March at midday.
