Minutes of the Planning Applications Committee held on Monday 17th June 2019 at 7pm in the Council Chamber, the Old Courthouse, Jaycroft Rd, Burnham-on-Sea

Present: Cllrs Brewer – Chairman, Clayton, Hancock, S. Harvey, Parkin and Tolley

Lorna Williams – Clerk to the Committee and 1 member of the public and 1 representative of the press.

20/19/PC       Declarations of Interest

Cllr Harvey in application 11/19/024 and Cllr Hancock in application 11/19/061, they would leave the meeting when discussed.

21/19/PC      Members considered the following application

11/19/024      Location: 25 Rectory Road, Burnham On Sea, Somerset, TA8 2BZ

Proposal: Erection of detached dwelling and garage.

Applicant: MrRogers

Members had considered this application three times before and there appeared to be only minimal changes to the application. Their existing comments were revisited and although the application was now showing obscure windows to 2 upstairs windows, this did not preclude them from being opened to overlook the swimming pool area and conservatory.

Comment:    Members objected to the application on the grounds that site access would be detrimental to the safety of all road users. This particular stretch of road has a double tight bend and unfortunately there have been many accidents, some with very serious consequences. The volume of traffic using Stoddens Road has increased significantly over the past 10 years and the Town Council on occasions has installed a Speed Indicator Device and as a result lobbied to have road safety improvements made by way of traffic calming measures. Unfortunately Sat Navs are sending cars towing caravans down this residential road as access through to Brean which adds to the volume of traffic.

It would be an over development of the site, as the plans show a very small amount of outside space which would be detrimental to the visual amenity and to the scale and character of the existing neighbouring properties.

Members still concluded there would be a loss of privacy to the swimming pool area & conservatory of the adjoining neighbour as the upstairs windows all open onto this area.

11/19/039      Location: 11A Brightstowe Road, Burnham On Sea, Somerset, TA8 2HW

Proposal: Erection of 2no. low energy sustainable dwellings and formation of new access and parking (resubmission).

Comment:    Members Objected on the grounds that that the design would have a detrimental effect on the visual amenity and street scene. Having two properties built in such a small space albeit partially underground, represents an overdevelopment of the site.

                        There was concern over flood risk as that the bedrooms were on the lower ground floor.

11/19/050      Location: Monkton House, Mark Road, Walrow, Highbridge, Somerset, TA9 4QY

Proposal: Erection of 3 No. portal frame buildings for light industrial use and removal of mature conifer trees on the site boundary.

Comment:    Members Supported the application as a need had been identified for relatively small industrial units which would provide additional employment and be of benefit to the local economy. However it was suggested that suitable replacement trees should be planted within the site to maintain the green environment already on site.

11/19/054      Location: Morlands Industrial Park, Morland Road, Highbridge, Somerset, TA9 3ET

Proposal: Removal of Conditions 3, 4 and 9 of 11/17/00092 (Variations of Conditions 2 & 7 of Planning Permission 11/17/00061 (Variation of Condition 2 of Planning Permission 11/15/00092 (Erection of building to form convenience store with first floor ancillary accommodation for shop manager.) to amend the approved drawings. to amend approved plans and to exempt the delivery of newspapers and magazines outside of the restricted house and removal of Condition 4 of Planning Permission 11/17/00061 following the submission of the relevant information) following submission of the relevant information and amend Condition 2 to add dormer window and make amendments to the design

Members considered the application in two halves; it was agreed that as the applicant had met the conditions they should be removed. With regards to the design changes these appeared to be improvements to the building.

Proposal: Erection of porch to front (South) elevation.

11/19/060      Location: 33 College Street, Burnham On Sea, Somerset, TA8 1AS

Proposal: Change of use and conversion of first and second floors from Use Class A2 to form 2 No. self-contained flats (Use Class C3)

Comment:    Members supported the application on the grounds that it was providing sustainable accommodation in the Town Centre. Members were also extremely pleased to see that the application had addressed their previous objection to the application as the ground floor was to remain as commercial in line with the adopted Neighbourhood Plan.

11/19/061      Location: 2 West Avenue, Highbridge, Somerset, TA9 3HB

Proposal: Erection of two storey extension to side (north east) elevation and erection of detached double garage partly on site of existing to be demolished

22/19/PC       Members considered an application for a new premises licence at Co-operative, 1 Morland Road, Highbridge, Somerset TA9 3ET. With opening hours from 6am to 11pm. There were no objections to this application.

23/19/PC       The Clerk informed members that there were no parish applications on the Development Control agenda for the 25th June.

Information regarding Councillor Planning Training had been circulated and to let the Clerk know on which date they could attend. Either Thursday 18th July or Tuesday 30th July at the Council Offices in Bridgwater.

Members were in agreement to delegate to the Clerk in consultation with the Chairman applications 11/19/049 – 14 Herbert Road and 11/19/062 – 16 Martins Close. This falls within the Terms of Reference & Delegation Scheme for this committee.

Date of next meeting: Members noted that the next meeting of this Committee would be held on Wednesday 10th July 2019 at 7pm in the Council Chamber, The Old Courthouse, Jaycroft Road, Burnham-on -Sea.

Grant Application Kings Coronation Form

The Coronation of His Majesty King Charles III will take place on Saturday 6th May 2023, with an additional bank holiday on Monday 8th May 2023.

We are keen to hear from groups/organisations in Burnham-on-Sea and Highbridge that are looking to celebrate the Coronation. The Town Council has £1500 available to allocate to events being organised to celebrate the Kings Coronation. The maximum grant to be allocated per event will be £500.

You must meet the following criteria for your application to be considered:

– The event will be open to all members of the public

– The event will be free of charge

– The event will take place within the Coronation weekend

– The event will take place within Burnham on Sea or Highbridge

 

Applications will close on Monday 6th March at midday.
