Minutes of the Planning Applications Committee held on Wednesday 9th October 2019 at 7pm in The Council Chamber, the Old Courthouse, Jaycroft Rd, Burnham-on-Sea

The minutes of the Planning Committee held on 16th September 2019 were received and signed by the Chairman as a correct record.

11/19/076      Location: Kinver Terrace, The Esplanade, Burnham-on-Sea, Somerset, TA8 1BH

Proposal: Installation of replacement windows and doors.

11/19/094      Location: 4 Salisbury Road, Burnham-on-Sea, Somerset, TA8 1HX

Proposal: Erection of single storey extension to the rear and side elevations. Demolition of existing rear lean-to and garage.

Comment:    Members objected to the application on the grounds that there would be an overdevelopment as it was a relatively small site. Laying the front garden to stones would mean there would be a loss of green space amenity and would be a detriment to the street scene.

11/19/097      Location: 8-8A High Street, Burnham-on-Sea, Somerset, TA8 1NX

Proposal: Erection of first floor extension to be used as a licensed restaurant and bar (A3 & A4) and change of use of first floor retail area (A1) to licensed restaurant and bar (A3 & A4).

Comment:    Members supported the application on the grounds that the new application had addressed their previous objections with regard to bin storage, potential noise and odour nuisances. The new extension would compliment the existing street scene. Retaining the retail units on the ground floor ensures that the high street retains a balance for shoppers’ experience as per Policy BH9 and in accordance with Policy D19 of the Local Plan and the application supports the viability and vitality in the town centre.

Proposal: Erection of single storey extension to the front north east.

Comment:    No Observations

54/19/PC       There were no applications considered under delegated authority

55/19/PC       Members considered the consultation information regarding removal of planning restriction on 5G mobile network. It was agreed to support NALC comments in regard to:

  • new-build houses and business to be provided with in-built infrastructure to enable connection to fibre-optic broadband and
  • supporting the Rural Coalition’s call for infrastructure which reaches rural areas, so the rural economy can grow and create quality jobs

The view of the committee was that new mast installations and/or changes to existing mast installations should be subject to the usual planning process to enable public scrutiny and to ensure installations are sympathetic to the surrounding environment as far as possible.  The purpose of the planning process is not to prevent developments but to ensure they are carried out to an acceptable standard.

56/19/PC       It was NOTED Sedgemoor District Council’s draft decision on the removal of BT payphones in Burnham

57/19/PC       The Clerk informed the committee that SCC Highways have commenced a consultation regarding a Residents Parking Scheme in Dunstan Road and Kingsway Road. This consultation document would be circulated to all members and will be added to the next Planning Agenda for consideration as responses are required by the 4th November.

58/19/PC       It was resolved that the date of the next meeting of this committee would change from Wednesday 30th October to Monday 28th October 2019 at 7pm The Old Courthouse.

The Chairman closed the meeting at 19:30

Grant Application Kings Coronation Form

The Coronation of His Majesty King Charles III will take place on Saturday 6th May 2023, with an additional bank holiday on Monday 8th May 2023.

We are keen to hear from groups/organisations in Burnham-on-Sea and Highbridge that are looking to celebrate the Coronation. The Town Council has £1500 available to allocate to events being organised to celebrate the Kings Coronation. The maximum grant to be allocated per event will be £500.

You must meet the following criteria for your application to be considered:

– The event will be open to all members of the public

– The event will be free of charge

– The event will take place within the Coronation weekend

– The event will take place within Burnham on Sea or Highbridge

 

Applications will close on Monday 6th March at midday.
