Report for councillors: Legacy for New Town Clock

Purpose of Report
To decide whether to take this project forward this year with funding from 4935/501
Replacement TiMPs EMR or to put it into budget for next year.
Background
In his will, the late Mr Neville Jones OBE left a residuary legacy to provide a public clock in Burnham-on-Sea. Mr Jones suggested the clock might be located by the water fountain, which he helped to commission. The amount of the legacy is £3,021.85.
Minute ref: 22/19/TIMP resolved that the Admin Officer is delegated to purchase and have installed a suitable commemorative clock in memory of Cllr Neville Jones OBE.
Various options have previously been considered, these include:
- An Elizabethan style pillar clock, a smaller version of the Highbridge clock –
this proved far too expensive for this project - A Human sundial – not enough room at the location
- A drum style hanging clock – considered to be a railway type clock. Since Mr Jones served in the Royal Navy this option may not be appropriate. This would also involve a third party building on which to be installed and associated electricity supply. There has been a clock of this style on the High Street for a number of years.
Having reviewed the area where this clock is to be situated I can see that the existing poster rotunda is in very poor condition no longer fit for purpose. This option is being suggested to replace this very rusty and tired rotunda with a nice looking clock that incorporates the ability to display posters
in a much more professional way. This would create an improved street scene and commemorate Mr Jones in line with his wishes.

Options/Recommendations
To agree whether this style clock would replace the poster rotunda which is tired and
rusty, next to the flag pole by the water fountain, see attached photos. - To agree to complete this project with funding of £1562.75 from 4935/501
Replacement TiMPs EMR - To agree to put it on hold and include it in next year’s budget and to add a
10% allowance to cover price increases so £1,760.
